Our client, an employee-owned planning, design, and surveying consultancy, is seeking a civil Land Development Vice President to lead their infrastructure and engineering operations in Fort Smith, Arkansas. This firm focuses on community improvement through thoughtful design and technical excellence, offering team members a genuine ownership stake in the organisation's long-term success.


This senior leadership role involves directing engineering, survey, and inspection activities while shaping strategic direction and ensuring operational excellence across the division.


responsibilities.

  • Contribute to the development and implementation of organisational policies, long-range goals, and strategic objectives

  • Analyse project-related activities, costs, utilisation rates, and forecasting data to measure progress against targets, ensuring key stakeholders remain informed of performance

  • Collaborate with executive leadership and the board to review accomplishments and adjust objectives based on evolving priorities

  • Prepare and submit operational and regulatory reports in compliance with company standards and external requirements

  • Represent the organisation at public meetings, civic organisations, and community events to maintain visibility and strengthen relationships

  • Review records and reports to monitor project progress, billing accuracy, quality assurance, and client satisfaction

  • Support accounts receivable efforts by ensuring overdue accounts are addressed and collection activities are properly documented

  • Evaluate departmental performance through site visits, reporting, and client feedback, ensuring project managers meet delivery expectations

  • Meet with existing and prospective clients to assess needs, present proposals, and secure contracts

  • Oversee all equipment and vehicles assigned to the branch, ensuring proper maintenance and availability

  • Act as an authorised company representative for contracts, resource allocation, expenditure approvals, and disbursements

  • Serve as project manager on select projects and provide support to other project managers as required

  • Supervise a team of 3–10 employees, including hiring, training, performance evaluation, and professional development


qualifications.

  • Bachelor's degree in a relevant engineering discipline required; Master's degree preferred

  • Minimum ten years of related experience in civil engineering or infrastructure development

  • Professional Engineer (PE) licence in Arkansas required, with ability to obtain licensure in additional states as needed

  • Valid driving licence with ability to travel up to 50% of the time

  • Demonstrated leadership, communication, and analytical capabilities

  • Strong organisational skills with sound judgement and integrity
