The City of Fort Worth Water Department's Capital Projects Division, Facilities Section is seeking a highly motivated and qualified Senior Professional Engineer with design and project management experience to work on water and wastewater plant and other facility projects along with experience with water distribution and wastewater collection systems.
The successful candidate will have the ability to coordinate various City engineering programs and projects; perform professional civil engineering work including design, inspection and contract administration of water and wastewater facilities; prepare, review and evaluate construction bids, costs, estimates and change orders develop, review and modify engineering plans, designs and specifications.

Manage complex facility projects (water treatment & wastewater treatment plants, water pump stations and sewer lift stations, water storage tanks, and wholesale customer water and sewer metering stations) from planning stage to construction project completion and close-out.
Work closely with operations staff and bring their requirements into planning future capital facilities projects, capital facilities project design scope of work and schedule, and all operational requirements into capital facilities construction projects.
Develop project Request for Proposals, review submitted proposal and recommend selection. Negotiate scope of work, cost and schedule with selected engineering firm. Prepare a recommendation for award and oversee contract execution and issue Notice to Proceed.
Manage, lead, and supervise the complex Facilities projects engineering design activities; coordinate technical & regulatory aspects; review operational and maintenance needs; involve appropriate operational staff and other stakeholders; attend periodic design meetings; review and comment on technical memos, reports, studies, specifications; manage scope, budget, time and expectations; negotiate, and prepare amendments for City approval; obtain necessary building permit(s), and regulatory approvals (TCEQ, TWDB, TRLD, TxDOT). Once the design is complete, advertise the construction project within the City/State requirements, coordinate, review and issue addenda, and received bids. Coordinate review and approval of construction project by the City and execution of contract documents and issue Notice to Proceed.
Manage and coordinate the facility construction projects and construction management team, working with the City operations staff. Review and approve construction estimates and information requests and review and recommend construction changes. Monitor construction inspection and schedule. In project close-out and the new constructed facilities startup, commissioning, equipment testing, system performance and validation; review and approve Standard Operating Procedures (SOPs), coordinate warranty claims, administer review and approval of staff training, O&M manuals, completion of construction list of remaining work, project documentation completion and submission and record drawings information and contract closeout.
Resolve design versus construction issues, what is in the contract or extra work, who is responsible for what, etc.; sort out discrepancies between Engineer, contractor, Inspectors, staff, subs and vendors. In addition to making sure the construction project in constructed in accordance with the contract documents, verifying that all submittals, shop drawings, test reports, operations and maintenance manuals, record drawings and other required documents and been received, reviewed and approved, and approved documents have been submitted.
Manage/lead/coordinate/administer the necessary City government processes, procedures, legal, contractual, financial, permits requirements related to design and construction contracts. Prepare and review periodic schedules and progress reports with the Director and Deputy Director.
Supervise employees, provide mentoring, review and approve timesheets, and perform performance appraisal. Function as Owner's (Water Dept.) representative for consultants, contractors, contract professionals, as well as Water Department and City personnel that need to be involved for planning, design, construction and commissioning activities.
Understand City project policies and procedures and oversee construction contract document approval awards and execution.
qualifications.
Registration as a Professional Engineer in the State of Texas is required. If licensed in another state, continued employment will be contingent upon obtaining registration as a Professional Engineer within the State of Texas within six months of employment.
Five years of professional civil engineering experience as a registered professional engineer of which two year must be within or related to the area of assigned responsibility is required.
A Bachelor degree from an accredited college or university with major coursework in civil engineering or related field.
Knowledge of Microsoft Project, Primavera 6 Schedules, AUTOCAD and Civil 3D are preferred.
Design and construction experience in Water/Wastewater Facilities projects is preferred.
Field experience, project management experience including design, inspection and contract administration of infrastructure improvement would be a plus.
Knowledge of Microsoft Office Word, Excel and PowerPoint are required.

Understanding of Fort Worth engineering design criteria is a plus as well as experience in construction of water and/or wastewater treatment plants and other facilities (water storage tanks, pump station, lift stations and SCADA monitored meter stations) along with large diameter pipe and sanitary sewer replacement / rehabilitation.
Exceptional customer service, time management, communication and writing skills are essential to address telephone, email and internal and public inquiries.
Ability to work independently under the direction of an engineering manager is required.
Organizational, project management and detail-focused skills are required.
