Our client is seeking an experienced Project Manager to join their civil engineering team in Dallas or Austin, Texas. This role is suited to a licensed Professional Engineer with strong experience leading land development, infrastructure, and municipal projects from early planning through design, approvals, permitting, and construction support.


The successful candidate will act as the main point of contact for clients, consultants, public agencies, utility providers, and internal project teams. They will be responsible for managing scope, schedules, budgets, technical quality, project delivery, and client relationships across multiple active projects.

responsibilities.

  • Manage multiple civil engineering, land development, infrastructure, and municipal projects at the same time, taking responsibility for successful delivery from concept through construction.

  • Serve as the primary contact for clients, municipalities, utility providers, regulatory bodies, consultants, and other project stakeholders.

  • Define and manage project scope, schedules, budgets, staffing requirements, deliverables, and overall execution plans.

  • Lead multidisciplinary project teams, including engineers, designers, surveyors, technical staff, and external consultants.

  • Oversee the preparation, coordination, and review of engineering plans, technical reports, specifications, permit applications, and related project documentation.

  • Monitor project financial performance, including budgets, invoicing, profitability, resource planning, and workload allocation.

  • Identify project risks early and develop practical solutions to keep work on schedule, within budget, and aligned with client expectations.

  • Ensure project deliverables comply with applicable regulations, design standards, agency requirements, and client specifications.

  • Carry out quality assurance and quality control reviews to maintain technical accuracy and consistency across project outputs.

  • Coordinate entitlement, permitting, utility, and agency approval processes for development and infrastructure projects.

  • Support project interviews, proposal preparation, fee estimates, contracts, and other business development activities.

  • Build and maintain strong client relationships, supporting repeat work and long-term growth opportunities.

  • Mentor and support the development of Project Engineers, EITs, designers, and other technical team members.

  • Promote a collaborative team environment focused on accountability, technical excellence, responsiveness, and high-quality client service.

  • Contribute to wider office and business growth initiatives, including recruitment, retention, staff development, and operational improvement.


qualifications.

  • Bachelor’s degree in Civil Engineering or a closely related discipline.

  • Active Professional Engineer license required, with Texas licensure preferred or the ability to obtain Texas registration through reciprocity.

  • Typically 7-12+ years of civil engineering experience, ideally with a focus on land development, infrastructure, municipal, or site development projects.

  • Demonstrated experience managing project scope, budgets, schedules, resources, deliverables, and client relationships.

  • Strong working knowledge of AutoCAD Civil 3D.

  • Solid technical understanding of site development, grading, drainage, utilities, stormwater, permitting, and regulatory approval processes.

  • Experience coordinating multidisciplinary teams and managing input from internal staff, consultants, agencies, and other stakeholders.

  • Strong written, verbal, and presentation skills, with the ability to communicate clearly with technical and non-technical audiences.

  • Proven ability to manage competing priorities and deadlines in a consulting or client-facing engineering environment.

  • Proficiency with Microsoft 365 applications.

  • Experience working with Texas municipalities, counties, utility districts, and regulatory agencies would be advantageous.

  • Knowledge of hydrology and hydraulics, drainage design, stormwater management, GIS, drainage modelling software, or related engineering technologies would be beneficial.

  • Experience preparing project proposals, fee estimates, contracts, and business development materials would be useful.

  • Existing client relationships within Texas land development or infrastructure markets would be a plus.

  • A leadership style that supports mentoring, accountability, collaboration, staff development, and technical quality.
