Senior Capital Projects Officer | City of Fort Worth, TX

The Capital Delivery Division within the City of Fort Worth Water Utility is looking for a Senior Capital Projects Officer to lead, manage, and coordinate complex and technically challenging projects and programs from inception and design through completion. The incumbent will play a vital role in the development of project requests, project scopes, budgets, inspection processes and standards, as well as the training and development of divisional staff.
Candidate.
An independent, self-starter who has experience in leading complex and highly visible engineering and construction projects.
On top of current and emerging technologies and practices in engineering/construction management for a water utility.
A proven track record of meeting deadlines, and leading people/teams to high-quality results in a fast-paced environment.
Strong organizational skills, attention-to-detail and follow through, and experience handling multiple priorities and projects at the same time.
Responsibilities.
Direct and manage the development and implementation of project and program goals, objectives, policies, and priorities for the division in coordination with utility leadership and partner divisions.
Oversees and evaluates the quality, responsiveness, consistency, efficiency, and effectiveness of construction inspection programs, methods, and procedures.
Assign, track, and manage capital projects, to include the forecasting, designation, and approval of the funds needed for staffing, equipment, material, and supplies; approves expenditures and implements budgetary adjustments as necessary.
Research, identify, and develop innovative infrastructure options as well as provide administrative and technical support to the utility executive management team.
Engage in appropriate coordination, debate, and consensus building internally within the division and utility, as well as externally with other city departments and local organizations.
Recommend and administer policies and procedures related to the coordination and facilitation of high-profile water and wastewater projects and programs.
Prepare, review, and evaluate construction bids, cost estimates, and change orders.
Qualifications.
A Bachelor’s degree from an accredited college or university with major coursework in Civil Engineering, Environmental Engineering, or related field.
Five years of increasingly responsible engineering and/or construction management experience preferably for a water utility.
Possession of registration as a Professional Engineer in the State of Texas. If licensed in another state, continued employment will be contingent upon obtaining registration in the State of Texas as a Professional Engineer within six months of employment.
Possession of a valid driver’s license in the State of Texas.

Engineering experience with a large water utility.
General Expectations.
Acting Assistant Director while Assistant Director is out of office
Tracks capital improvement plan development and implementation – with a focus on construction projects and ensuring intermediate measures are implemented to get construction projects back on schedule
Attends meeting with construction and engineering groups – ACEC, Tarrant Contractors Assoc.
Provide engineering guidance to staff and consultants and mentor young engineering staff
Ensure E-Builder used uniformly by construction inspection group and project managers
Constructability reviews required on projects to be inspected by Capital Delivery staff
Serves on specification review and standard products committee
Key negotiator for Utility when it comes to construction claims
Coordinate section goals with Assistant Director
Direct Supervisor Responsibility - Construction Inspection Group
Coordinate with plant operations for resident rep and inspection strategies for facility projects
Assess inspection group capabilities and make recommendations for resource needs
Develop roll up reports that can be pulled from E-Builder to track construction status
Develop performance metrics for construction inspection group
Assign project work as resources allow to staff
Direct Supervisory Responsibility - In-House Design Group
Transition of in-house design group from development support to infrastructure renewal focus
Assess in-house design group capabilities and make recommendations for resource needs
Develop performance metrics for in-house design section
Establish goals for in-house design section
Schedule.
Anticipate being in office/field to direct staff - no regularly scheduled remote work
