Senior Technical Manager – Land Development | Rockville, MD

Our client is seeking a Senior Technical Manager – Land Development based in Rockville, MD to act as a senior technical authority within their civil engineering team. This position is focused on delivering high-level engineering expertise, ensuring design quality, and solving complex technical challenges across land development projects.

Our client is a well-established engineering consultancy providing civil engineering and land development services to both public and private sector clients. They deliver comprehensive site development solutions, supporting projects from concept through detailed design while maintaining a strong emphasis on technical excellence and regulatory compliance. This role is ideal for an experienced engineer who prefers to remain hands-on in technical delivery rather than transitioning into project or people management.

responsibilities.

• Serve as a senior technical lead for land development design, including:

  • Site layout and planning

  • Grading and drainage design

  • Stormwater management systems

  • Utility design and coordination

  • Roadway and access design

• Conduct detailed technical reviews of engineering plans, calculations, and reports

• Provide expert guidance on complex design challenges and regulatory requirements

• Support and uphold QA/QC processes and engineering best practices

• Collaborate with project teams to develop technical solutions

• Ensure designs meet applicable local and state regulations

• Act as a key technical resource across multiple concurrent projects

qualifications.

• Bachelor’s degree in Civil Engineering

• Licensed Professional Engineer (P.E.) in Maryland

• 20+ years of experience in land development civil engineering

• Strong knowledge of Maryland and local jurisdictional regulations

• Demonstrated expertise in technical design review and engineering judgement

• Ability to analyse complex problems and provide practical, compliant solutions

• Strong communication and collaboration skills
